Week in Review

Taxation: Council of the European Union adopts conclusions on further improvements to the EU tax framework 

On 11 October 2016, the Council of the EU adopted conclusions in response to the European Commission Communication dated 5 July 2016 which is aimed at tackling tax avoidance and evasion, and enhancing tax transparency. 

In its conclusions, the Council of the EU invited the Commission to draft proposals for the improvement of cross-border access to beneficial ownership information in relation to companies, legal entities, and legal arrangements. 

The Council of the EU also stated that it welcomes the OECD's efforts to promote worldwide implementation of higher tax good governance standards, and that it supports the Commission's plan to launch a public consultation in autumn 2016 on the most effective means of (i) increasing oversight of intermediaries who assist in tax avoidance and evasion, and (ii) providing disincentives for such activities. 

The Commission considers announcing a legislative proposal regarding mandatory disclosure rules in 2017.

  • The Commission will organise the European Consumer Summit 2016. The summit will focus, in particular, on issues around the simplification of consumer information requirements, the fairness of commercial practices and of contractual terms, and ways to enhance the effectiveness of the injunction procedure 
  • Vice-President Andrus Ansip will receive Mr Xavier Niel, CEO of Iliad. He will also deliver the opening speech at the European Consumer Summit, in Brussels
  • Commissioner Günther Oettinger will deliver the opening speech at the High Level Conference on Building the European Data Economy. He will also receive Mr Xavier Niel, CEO of Iliad and Ms Sharon White, CEO of Ofcom 

17 – 18 October 

  • The Commission will organise an event on 'Lab Connections - policy labs in Europe, for Europe' to discuss how to ensure that public policies and services can meet citizens’ needs and expectations 

19 October 

  • Commissioner Oettinger will deliver a keynote speech at the Nokia event 'The Gigabit Society'
